Trolley (formerly Payment Rails) is a payouts platform for the internet economy. Businesses use Trolley to automate and manage payouts, and collect recipient tax and banking information. Trolley enables mass payouts for online marketplaces, on-demand and sharing-economy platforms, ad networks, affiliate platforms, and app stores.

When to Choose Tipalti
Paypal is a critical payment method for your partners
Both Tipalti and Trolley offer PayPal as a payment option for partners. However, Trolley uses an Account Direction (AD) model, in which a business’ existing PayPal account is used to direct payments. This leads to funding and payment limits, slower payments (usually 1-6 days), and higher exchange rates (3-4% per transaction). Plus, it hands over control of customer service to PayPal, with limited visibility & support available from the Trolley side if there are ever payment issues. The AD model also relies on PayPal AML screening and Trolley does not perform background checks on accounts or verification of PayPal email accounts.
Alternatively, Tipalti uses a Mass Transaction (MT) model, with no funding or payment limits, better FX rates that result in savings of upwards of 1 – 2.5% for partners, and faster payments that land after 1-3 Business Days. With the MT model, you also receive white gloved service from Tipalti’s customer support team that boasts a 98% satisfaction rate. Customers have a designated Customer Service Manager, Account Manager and Implementation Manager for support at all times. Finally, you also get Tipalti OFAC, Anti-Terror, or Anti-Narcotics list screening during onboarding and before each payment, even those processed via PayPal.
You need to manage multiple brands, subsidiaries, or entities
Tipalti’s end-to-end Mass Payments platform future-proofs your operations, so you don’t have to keep allocating more resources to payables as you grow. Tipalti’s Multi-Subsidiary capability enables payers to manage a large number of subsidiaries within the same instance of Tipalti, allowing for centralized controls and financial reporting.
Coordinate and manage payments across multiple subsidiaries with features including: Independent branding, payment methods, tax onboarding flows, partner communications, reconciliation, reporting, and modules per subsidiary. Trolley does not offer multi-entity capabilities.
Your international payees want to be paid in USD
Trolley has limited support for secondary currencies and can only deliver payments in local currency in most markets, with the exception of 19 markets where EUR, GBP, or USD is offered in addition to the local currency. Trolley only offers USD as a secondary currency in 4 markets compared to 165 markets with Tipalti. If some of your international recipients prefer to be paid in USD, Trolley might not be an appropriate solution.
Additionally, money transmission is a highly regulated activity under both federal and state laws. Tipalti is regulated as an MSB and has its US MTLs in every state that requires them. Tipalti is also registered as an MSB in Canada and licensed as an Electronic Money Institution (EMI) in both the UK & EU. We have spent many years and made significant investments to acquire and maintain our money licenses. Trolley do not have the same level of licensing as Tipalti – their license coverage is provided by a bank partner in the US and by payment service partners like CurrencyCloud in the EU. Finally, Trolley are an authorized payment institution in the UK, not an authorized EMI like Tipalti.
Being a licensed Money Transmitter is an important distinction between Tipalti and other payout providers. Trolley offer both IRS tax compliance for US sources payouts and DAC7 compliance for sellers in the EU. IRS tax compliance includes digital W8/W9 collection, automated withholding, and 1099/1042 reporting and e-filing. Its DAC7 compliance solutions allows you to collect required seller data, link payouts to reportable activities, and generate XML files required for all 27 EU jurisdictions. You need a Trolley Plus plan to enable both IRS & DAC7 tac compliance capabilities simultaneously.
Similarly, Tipalti helps solve both IRS and DAC7 tax compliance with a KPMG-approved guided digital tax process. Our team is always working to keep our tax solutions up to date so you remain compliant. For example, the US & Hungary recently terminated their tax treaty, which means US payers now need to collect withholding tax on payments to recipients in Hungary, and we adapt our solutions to accommodate these changes.

You are looking for a low-cost solution
Trolley Standard is an affordable solution that allow you to mix and match payments, tax, sync, and trust products, each with their own monthly SaaS fees. Upgrades to Trolley Plus are required for features like granular user roles, dedicated customer success manager support, NetSuite integrations and more.
Tipalti comes with payments, tax, sync, and more bundled together. There may be a one-time implementation fee for integrating with your ERP (not an ongoing fee like with Trolley) and there are add-ons for things like additional entities (not available with Trolley). You need an ID verification service
Trolley Trust allows you to collect IDs from payment recipients during onboarding and verify the IDs against official government templates and submitted live selfies to confirm identities. Automatic re-verifications can be triggered when discrepancies are detected.
Tipalti do not offer a formal ID verification service but do perform fraud, AML, OFAC and other sanctions list checks to keep you protected from fraud behind the scenes. When there is suspicious payee activity or a “hit” against a list, payees are asked to upload documents and/or provide additional information and a case is opened for review by Tipalti’s compliance team. Tipalti also offer a fraud module that identifies connections between blocked payees and other payees in your network for you to review and block / clear at the discretion of your own compliance team.
